The Mortgage Industry

This page provides general information only—not licensing, mortgage or career advice—for individuals exploring Ontario’s mortgage industry. Career Bridge helps prospective and licensed mortgage professionals understand career pathways, access membership resources and request introductions to participating licensed mortgage brokerages.

What Is the Mortgage Industry?

The mortgage industry connects borrowers with financing options through a regulated network of institutional and private lenders, mortgage agents, mortgage brokers, and licensed mortgage brokerages.

Licensed mortgage professionals work under the supervision of a licensed mortgage brokerage to help borrowers explore residential and commercial financing options in accordance with regulatory standards.

  • Regulated marketplace connecting borrowers with institutional, alternative, and private lenders
  • Structured three-tier licensing framework overseen in Ontario by FSRA
  • Ongoing professional development and regulatory compliance standards

Why Explore the Industry?

A career in the mortgage sector may appeal to individuals who value professional independence, client service, and ongoing learning within a regulated financial environment.

  • Flexible Career Pathways: Adaptable business models suited to independent mortgage professionals.
  • Continuous Learning: Evolving lender policies, regulatory standards, and industry technology.
  • Client Service: Assisting borrowers in understanding mortgage products through a licensed brokerage.
  • Commission-Based Opportunities: The mortgage industry can provide commission-based earning opportunities; however, income varies and is never guaranteed.

Mortgage Agent Level 1 & Level 2

In Ontario, mortgage agent activities may only be conducted when authorized by a licensed mortgage brokerage and licensed by the Financial Services Regulatory Authority of Ontario (FSRA).

  • Mortgage Agent Level 1: Entry-level licence class permitting agents to deal and trade in mortgages placed with financial institutions, CMHC-approved lenders, and other prescribed institutional lenders under brokerage supervision.
  • Mortgage Agent Level 2: Requires prescribed qualifying experience and completion of FSRA-approved Level 2 education, allowing agents to also deal and trade in mortgages funded by private lenders, mortgage investment corporations (MICs), and syndicates.
  • Must operate exclusively under one sponsoring licensed mortgage brokerage and comply with FSRA supervision and continuing education rules.

Review official FSRA Mortgage Agent Licensing Requirements. Requirements are set by FSRA and may change at any time.

Mortgage Broker

A Mortgage Broker holds the senior individual licence class in Ontario, obtained after completing prescribed experience as a Mortgage Agent Level 2 and passing FSRA-approved broker education.

  • Requires at least 24 months of qualifying licensed experience as a Mortgage Agent Level 2 within the preceding 36 months, as determined by FSRA.
  • Requires successful completion of an FSRA-approved Mortgage Broker Qualifying Program and brokerage sponsorship.
  • Principal Broker Distinction: Becoming a Mortgage Broker does not automatically make someone a Principal Broker. A Principal Broker is specifically designated by a licensed brokerage to oversee brokerage-wide compliance and must meet additional FSRA criteria.

See official FSRA Licensing & Registration Information. Regulatory requirements may change; always verify directly with FSRA.

General Overview of the Ontario Licensing Process

Mortgage professionals in Ontario operate within a regulated framework administered by FSRA (fsrao.ca). While requirements may change over time, becoming a licensed mortgage agent generally involves three core steps:

Step 1

FSRA-Approved Course

1. Complete an FSRA-approved Mortgage Agent Level 1 education course delivered by an FSRA-approved education provider.

Step 2

Brokerage Sponsorship

2. Apply to a licensed mortgage brokerage that independently assesses suitability and decides whether to sponsor and authorize your application.

Step 3

FSRA Licensing Decision

3. Submit your licence application through the sponsoring brokerage and satisfy all FSRA licensing and suitability requirements.
